1- RULES
The Regatta
will be governed as defined by the Etchells Class Rules and the Racing Rules
of Sailing 2001-2004 (RRS). In the event of a conflict with Class Rules or
the Notice of Regatta, these Sailing Instructions shall take precedence.
2- ENTRY
Etchells as
defined by their class rules may enter. Entrants must have completed
registration and paid the $20 entry fee before becoming official
competitors.
3- REGISTRATION
Registrations
will be open from 1700 to 1900 on Friday, October 9th at the MYC Bar.
Registration closes at 1900 on October 9, 2004.
4- NOTICES TO
COMPETITORS
Will be
posted on the Official Regatta Notice Board on the north side of the Juniors
Clubhouse of Milford Yacht Club. Notices on the water will be broadcast on
VHF channel 72.
5- CHANGES IN
SAILING INSTRUCTIONS
Will be
posted by 0900 hours on the day it will take effect, except that any change
in the Schedule of Races will be posted before 2100 hours the day before the
change is to take effect.
6- VHF
RADIO
All competing boats must carry a hand held VHF Radio capable of
communications.
7- SIGNALS MADE
ASHORE
7.1
Signals made ashore
will be displayed on the flagstaff outside the MYC Dock office.
7.2
When Flag "AP", Answering Pennant, is displayed ashore the time of the first
warning signal will be posted on the Official Notice Board and broadcast on
channel 72 prior to the lowering of the "AP". The time of the warning signal
will be not less than 1 hour after the "AP" is lowered.
7.3
Code flag "L" indicates a notice to competitors or a change in the Sailing
Instructions has been posted (Refer to SI #4 and SI #5).

9- START and
FINISH LINES
9.1 The Start
Line: The
Starting Line will be between a staff displaying an orange flag on the RC
Boat and the nearby orange shape.
9.2 The Finish
Line: For
all races finishing downwind, boats shall finish between a staff displaying
an orange flag on the RC boat and the nearby orange shape. (Finish Mark).
For all races finishing upwind, boats shall finish between a staff
displaying an orange flag on the RC boat and the nearby orange tetrahedron (Finish
Mark).
10- COURSES –
Course to
be sailed will be windward / leeward. Race Committee Boat will display the
course to be sailed. See page 3 of these S.I.’s. The Race Committee will
hail over the radio course changes before the start.
11- MARKS
– yellow
inflatable marks will be used.
13- THE STARTS
- Starts will be made in accordance with RRS 26.
14-
RECALLS
14.1 Individual Recalls
As a courtesy, the Race Committee may attempt to broadcast the sail number
of each recalled boat on VHF Channel 72. Delay, failure to hail or broadcast
the individual Sail Number or the position in the sequence of recalled boats
shall not be grounds for redress under RRS 62
14.2 General
Recalls:
Will be made in accordance with RRS 29.3
15- CHANGES OF
COURSE AFTER THE START
A change of
course after the start will be signaled in accordance with RRS 33.
16- TIME LIMIT
The time limit for all races
will be 90 minutes. Boats still racing 20 minutes after the first boat
finishes will be scored TLE (Time Limit Expired, see Scoring). This changes
RRS 35.
17- SUBSEQUENT
RACING
If a
subsequent race is to be sailed, the Race Committee Finish Line Boat will
display code flag "R".
18- SAFETY
A boat that
retires from a race prior to finishing or does not intend to compete in a
race shall notify the Race Committee before leaving the course area.
19- SCORING
The Low Point Scoring System,
RRS Appendix A, will be used. Each boat’s regatta score will be the total of
her individual race scores. 3 races are scheduled, of which 2 races must be
completed in order to constitute a regatta. Boats identified TLE shall be
scored points equal to the number of boats finishing within the time limit
plus two points by the race committee without a hearing. This changes RRS
A4.1, A4.2 and A5.
20- ALTERNATIVE
PENALTIES
720 degree
turns as described in RRS 44.1 and 44.2 is amended to require a yacht that
has accepted an alternative penalty and done her 720 to so advise the Finish
Boat after finishing.
21-
PROTESTS
21.1
Protests shall be in accordance with Rule 61 except that a protesting boat
is required to notify the official finish boat of her intention to protest
and the boat(s) protested. This shall be done promptly after finishing,
while keeping clear of other boats and until acknowledged by the Race
Committee.
21.2
Protests shall be written on forms available at the main entrance at the
Milford Yacht Club and lodged with the Fleet Captain within the Protest Time
which will begin at the time of the berthing of the Race Committee signal
boat and end one hour later. Berthing time will be posted on the Notice
Board.
21.3
Protest notices will be posted within one-half hour of the Protest Time
limit to inform competitors where and when there is a hearing in which they
are interested parties or witnesses.
21.4
The Jury will hear protests in approximately the order of receipt at Milford
Yacht Club.
22 TROPHIES:
the winner
shall have his name engraved on the Fournier Cup, and trophies will be
awarded to skipper and crews placing first and second.
